Making Rules for My Own Chapter. Balance Questions.

Hello, I'm trying to make rules for my own chapter, the Night Wolves (no, they have nothing to do with the Space Wolves). They come from a volcanic death world and favor melee and stealth (during 3E they had the traits that allowed tactical squads to use melee weapon and bolt pistol instead of bolters and take Infiltrators). It was easy to come up with the stats for them, +5 WS and +5 Agility. Unfortunately the same as the Blood Angels but it can't be helped. My problem now is balancing new powers with the ones from the chapters in the Rulebook, so I'm going to post them here and people can comment.

I'm starting with the Solo Mode Power.

Shadow's Ally (Night Wolves)

Effects: While for most chapters the need for stealth ends when a scout is promoted to Battle-Brother and receives his power armour for a Night Wolf the stealth training has just begun. Whenever a Battle-Brother of the Night Wolves Chapter is in Solo Mode he may re-roll any failed Concealment, Shadowing and Silent Move Tests.
Improvement: At Rank 3 the Battle-Brother ignores 10 points of the penalty on Concealment and Silent Move Tests when wearing Astartes power armour. This increases to 20 points on Rank 5 and to 30 on Rank 7. On Rank 7 he can also apply the penalty reduction to Concealment Tests while using Terminator armour.

Perhaps @ rank 7, while wearing terminator armour the marine receives a lesser version of the bonus to stealth.

Terminator armour does weigh over twice as much as power armour, and I think it'll still be pretty noisy, no matter how stealthy you are.

That's why it allows only the reduction of the Concealment penalty while in Terminator Armour, not the one on Silent Move Tests. gui%C3%B1o.gif I'm open for alternate suggestions.

Effects: The Night Wolves believe that the most important attack of a battle is the first one. That's why they try using stealth to launch surprise attacks that annihilate enemy forces before they know what hit them. When this ability is activated a Battle-Brother and those in Support Range of him add their Agility Bonus to all damage rolls against surprised enemies until the start of their next Turn.
Improvement: If the Battle-Brother is Rank 4 or more the bonus to damage rolls is twice the Agility Bonus.

I like that one! I might steal these for Raven Guard in my games!
