Flyer: A Little Wonky?

So, my players and I have a bit of an issue with the Flyer rules (pg. 210)

So, there are three "altitudes" (hovering, low, and high). You can change altitude by one degree as a Move action, 2 if you run. @ hovering, you can attack/be attacked by anything. @ low, only ranged, and there's a penalty. No problem.

My issue is with high altitude. Can't attack, and can not be attacked by anything , unless it's also @ high altitude. So you're telling me that in the span of 6 seconds, I can fly so high that a heavy railgun (max range 1600m) can't hit me? That's almost a mile high!! It gets even weirder if you have a really low Fly movement value.

Anyone else find this odd?

To be honest, I pretty much ignore those rules and just allow players to take their movement on the z-axis.

I would just allow combat between adjacent altitudes if I had to use it, i.e, ground can hit low, low can hit ground and medium, medium can hit low and high, so forth. Cant recall what they are calling the altitudes, so sorry if its confusing.

...or you could use Aeronautica Imperialis for your flier rules.
