If I am playing Baratheon, do I have to pay the 2G pen to fulfill the text on the card?

You don´t have to pay the penalty if you put the card from your hand into play by itß´s game text. If you decide to play them in the marshalling phase as an out of house card you will actually have to pay the penalty.
