Many have probably noticed the Harlequin Suit in Into the Storm, but in the flavour text, it mentions that "little or no armour" is worn by the Eldar. Due to the power that such a suit provides, I was wondering if you are allowed to wear armour underneath one?

My second question is on web weapons: The flavor text suggests that struggling against it only makes it tighter, and mentions some possibly ferocious animals caught by the weapons, but by it's stats it only gives a "Snare" effect, which a strong or agile (n)pc could easily escape. Is anyone aware of any special rules for these?

On a man-sized entity, I'd say not holo-suit over armor. mostly because I don't recall any fluff to support it. Sure, they have holo-fields for Falcons and Titans but no holo-suit over Scorpion armor or such.
