Wow, you are right! That is an old article. I did not realize that the cards were designed so far in advance... Stuff like this drives me insane.

Seriously though, this card has been of interest to me since Hastur typically has crap-all for Combat, so even 1-measly icon is nice...plus the ability is pretty awesome in the early (or late) game. Also...consider combos with Demon Lover... "Until the end of phase, that (targeted) character gets -2 skill".
Now suddenly, with just 1-DLover in play (and Dangerous Inmate), you can drive insane even enemy 4-Skill characters. This expands its utility a great deal, I'd say. Although it would require a pretty unbelievable combo
...consider this:
You have in play: Dangerous Inmate, Demon Lover, Demon Lover, Demon lover, and you have a Sirens of Hell and Scotophobia in your hand.
Opponent has in play: Cthulhu and some other scrubs.
On your turn you play Scotophobia. Until the end of your Ops phase, all enemies lose their printed Terror Icons (meaning they can be driven insane).
You then exhaust the three Demon Lovers, targeting Cthulhu...to reduce his skill from 8 - to 2... (-6 penalties from the Demon Lovers).
Now, being a 2-skill character, Dangerous Inmate can target him with his insanity effect !
You drive D-Inmate Insane, to target Cthulhu (now without his Terror Icons from the Scotophobia) and drive him Insane ! Then play the 0-cost Sirens of Hell....and destroy Cthulhu !
Okay...granted it is a ridiculously complex combo....but I mention it just to illustrate the lengths to which Dangerous Inmate could be handy to have around, even in difficult situations like staring down a Great Old One.

Note that the Loft only prevents restoring during the refresh phase, you can still use Arkham Asylum or that Miskatonic guy who restores people (those two came to mind right off the bat).
So you're saying Tokuah still has a chance at sanity ?
