They do not wear it when they are doing normal things, like eating, sleeping, non-combat. It looks like they do wear it during briefings, perhaps its protocol. I would imagine they wear it as much as any character would wear it if they had access to it.
In most stories they wear simple tunics or robes when not on missions. I figure that once deployed, they'd wear it almost constantly as it takes a long time to put on, probably very long if unassisted; The rulebook mentions 20 minutes under normal conditions to put on and take off and even when rushed by experienced people it still takes a minimum of 5 minutes. When on a mission I figure they'd only take it off when they face long stretches of inactivity or when recovering from grave injury.
The act of arming and disarming (like the use of all technology since the time following the Heresy) has been ritualized and many prayers and blessings are given to the machine spirits that exist within their armour and weapons. Their equipment is removed after their missions by the chapter serfs (regular humans who have been trained in the proper rites), and is taken away to be repaired, repainted, and purified before the next mission.
IIRC this has changed over the history of 40k. Early on they rarely if ever removed it (back when they were still criminal scum serving a sentence) but now days it's more common to see them in robes and regular clothing when not actively in combat or training.
In one of the Ragnar novels the spacewolves seem to wear their armour all the time.
Current canon indicates that Astartes don't have to remove their armour for long periods of time (possibly ever), but I'd use the book rules with a couple tweaks: minimum five minutes to don/remove entire suit, normally 20 minutes with assistance, 30-40 minutes to remove/don it themselves without assistance, longer if badly injured.
You (or your GM) has to judge when a Marine is likely to be unarmoured, but common situations would be: resting or recovering from injury in a safe location (Chapter stronghold, Watch Fortress), undertaking Chapter rites, unarmed combat training, or survival training. A good rule of thumb is that Astartes will never voluntarily be unarmed or unarmoured except in the presence of trusted battle-brothers.
Its pretty much a given that marines will be wearing their armour whilst on mission. Its designed to be worn for days or even weeks at a time after all. The important thing to keep track of is who has their helmets on or off.
In the grimdark future there is only the grinding sound due to the absence of maintenance...

Space Marines can wear their armour for months in the field if needed (Its mentioned in Brothers of the Snake which is quite recent fluff-wise)
As has been mentioned, armour can be put on and taken off in 20mins or less as much of it is ritualised. (Maybe added machine spirit quirks for a suit thats continually put on or taken off without being appeased?)
For marines it really is like a second skin. They can rest in it, and probably wont even take it off when healing in a battlefield situation (It DOES contain enough life support equipment, monitors,painkillers etc) that its better to keep it on when injured, unless its completely trashed.
Finally, in the fluff, the apothicary can monitor a marines health via his suit, alerting him to changes in health.
The rest of the thread pretty much nails my knowledge of the described fluff of getting in and out of armor.
Personally, I'd consider it like a futuristic version of a knight in a fantasy setting- they wear it way more than a normal person would wear armor, but take it off from time to time when the scene fits it. I wouldn't worry about it too much, and use it to describe some of the fluffier parts of your game.
I would however be careful not to try and ambush your players with their proverbial pants down too often (if ever). Again, like the fantasy knight, they're going to be ready for war, ready for an attack, ready to be challenged at a moment's notice unless they're
very
comfortable with their surroundings or there is protocol associated with it. If you feel the need to strip them of their massive AP bonus, consider sending them on missions where PA would be inappropriate or unfeasable, send them in in scout armor, or under cover in carapace armor (well, as under cover as a 7 foot killing machine can be; hulking men exists in 40k that aren't space marines, so they'd attract a little less attenton than if they were storming about in SM PA with the giant Inquisitorial "I" on their shoulder

I think they wear it, when they´re "on duty", so most of the time. Longer periods where they don´t need it would be while they´re in transit or stationed in their homeworld, but even there Space Marines who act as guards would wear it.
They can wear it for as long as there´s no mechanical breakdown forcing them to take it off. As long as they´re on their own diet (a pretty tasteless mash with all the nutriens a marine needs) their bodies don´t produce any waste the armour can´t deal with (sweat is a nonissue for an Astartes PA). However after wearing PA for an extended period of time even the most hardened marines would want a break from that thing (and a shower^^)
For a long time want to ask - Power Armour's Servo-Augmented Musculature gives +20 Strength, but in fluff described that Power Armour increase strength tenfold? Where is the truth?
Well, according to the lifting table in the rulebook that +20 does pretty much double the strength of a Space Marine.
And I am not sure it ever said it increased strength tenfold, or at least if it did it wasn't anywhere where it could be seen as objective and non propagandistic.
