Under Squad Mode abilities I read that Chapter-specific abilities only benefit individuals from that same Chapter (Or I imagine related chapters: Like Angels of Absolution can use Dark Angels abilities)...So these abilities only benefit a select few individuals and drain a group resource? Am I missing something?

I can understand the fluff behind the rule...but it seems unfair that one guy's ability are going to drain cohesion from everyone so he can do one cool thing. I'm thinking about waving this rule. Thoughts?

That's why it's a good idea to have a tactical marine as the squad leader.

Tactical Expertise says: When he activates a Squad mode ability, the Tac Marine may share the benefits of his Chapter's Squad mode abilities with the members of his Kill-Team as if they were part of his chapter with a successful Command Test at -20. (p.85, and the test gets easier at later ranks)

Besides, you only have access to a limited number of abilities during a mission. The ones you have access to are the leader's Chapter abilities and whatever ones your oath allows. (Oath-Taking, p.228, last sentence)
