1) Can a DH character, Noble Born with Rogue's Fortune became the captain of a RT ship even tho he's not a RT class ?

2) Can elite advances be used (if due to ingame events are justified) to aquire skills or talents his class whould have at later ranks ?

1. Technically anyone can be granted a Warrant of Trade, it doesn't have anything to do with "class". Rogue Trader classes just benefit from having more appropriate skills and progression trees for the job.

2) Short answer: Yes. Elite advances can provide ANY talent that the GM deems appropriate. Just remember to make tem pay extra for the privilege (2x XP is usually appropriate)

Hmm I had that question after reading the Lord Captain entry in Into the Storm where they talk about role and beneficts of positions on the ship. So anyone can be the actual Captain and Lord regardless of the class ?

The exact wording on page 225 says "Only characters with th Rogue Trader Career may this Role (unless the GM has a good reason to allow otherwise)".

The key here is "unless the GM has a good reason to allow otherwise".

If you are allowing another class to be the "Rogue Trader" that that is good reason. Whenever you run something a little "left field" of the game authors express intention you have to start making judgement calls, and Rogue Trader explicitley allows for that.

I know the question has been answered, but as an example to your first question in my current game I am GMing the Rouge Trader is not the captain of the ship. Sure I do have a PC that is a Rogue Trader and has his Warrant of Trade and all the good stuff, but again he is not the captain. In my circumstance, the Rogue Trader purchased the right to use the ship how he saw fit (because it was in bad need of repair) from the PCs who is the captain of said ship. So in a sense, although the Rogue Trader owns the ship he does not captain it. Hope this example helps somewhat and isn't completely off base.
