I am a little confused as to what this card actually does. Does it mean that you can whatever resources you want and then do damage equal to the resources you paid to play it? Or is there another meaning to the card?

Basically this. Targetted, single-unit removal. Removing King Kazador is about as expensive as it gets, taking 11 resources (3 to target him, 6 for his HPs + 2 dmg to counter Toughness 2). Most other damage tactics don't do as much dmg.
