I see this same Rogue Trader, he is on the cover of the main book, and featured throughout it. Is this Winterscale? Or does he even have a name? He has the scar across his left eye, usually wears red, you have all seen him.

He's the generic rogue trader invented by marketing.
I think he probably has a name. He is in several pieces of art. I can't imagine the artist did not name him. Lets just hope it has some dignity, not something like "Bubbles Mandela" or "Toots McGee"

But it would be nice if GW gave him a name, they seem to like to plaster him everywhere in the book.

Actually my party did encounter a rather Sparrowesque individual who tried to hustle them out of a ship. (And, yes, this was a random encounter in a space dock done entirely tongue in cheek)

I am fairly certain that is exactly who it is. Given the artwork for the Rogue Trader character in Forsaken Bounty, the fact that Trask is the one quoted in Into the Storm for the Legend of the Expanse and the artwork is of the same Rogue Trader. Let's just say it is Trask and be done with this.
