yes, it can negate action cards played as blocks.
To further this I remember hearing some stupid rule saying you could Po8 or No Memories say, a Kung Fu Training played as a block, and thus negate the block. Is this true? And to further THAT can you KFT a KFT played as a block? I'd think not, but ya never know.

While it's true that blocking is the effect of the card, the tournament rules were changed to say that when you're playing an action card, it's only referred to as an enhance card, response card or form card when played for those abilities, thus making sure that Po8 (No Memories never could) negate blocks.
