I'm trying to test generate an Ultramarine Librarian.

Librarians can pick 2 times the Psychic Power talent at Rank 1 which have variable costs in the adv table.

However in the Talent chapter there is only a Psychic Technique talent and it states that selecting this talent has a specific cost and that this cost is an effective upper boundary for the psychic power that may be chosen.

It appears to be two colliding versions of the psychic power selection system have been left in (one that makes the cost of the talent directly dependent on the power chosen and another that makes the talent a fixed cost and allows the librarian to choose a psy power up to that cost budget).

Maybe I got it all wrong or overlooked something (I have the book fresh in hands after all) but if not - can we get an official ruling?

Yeah, I had the same problem when making my DA Librarian. The cost will be whatever the cost of the chosen power is. The only limiting factor is the prereqs that some of the powers have.

Advancement table tells you how many powers per rank you are allowed to purchase, all further information is in the psychic powers chapter, you can purchase any power, as long as you have the necessary prerequisites
