Shooting while in Melee

I'm not really sure about the shooting in melee combat rules. If you would help me clarify this, it would be great.

Two characters are engaged in melee with each other. Like it's described on page 247. Character (A) carries a sword and a handcannon. If he shoots at his enemy (B), does he get the Shooting in Melee Combat penalty? Or is this penalty only for a third characters © who is not engaged in any melee and wants to shoot at (A) or (B)?

The penalty is only for shooting into melee.

Though you might consder giving a circumstatial penalty for shooting out of melee, depending on how bad it is.

I might give him a penalty if he was hit by a melee attack the round before or a penalty for evading/ parrying
