The charts say that these two items can go on ALL SHIPS, however, the description states they are mounted on larger ships. Is the ALL SHIPS errata? I am assuming it is.

It says "larger ships" in the description of the Titanforge Lance Battery (it doesn't say it for the Sunhammer) because, due to the power/SP/space requirements, plus the fact that lances, on any ship smaller than a light cruiser, can only be placed in a Prow weapon slot, the chances of a smaller ship being able to carry them is slim, unless they decide not to have any other facilities due to them having no space or power left.

But they are ALL SHIP items? The reason I am asking is I am putting together a spread **** for personal use of all the ship components, and I just cant imagine why they did not just limit these two to light cruisers and cruisers.

How do you mean "purchasing crew"? The rules for replenishing crew are in the core rulebook.
