There's nothing in the rules that would disallow this. So, yes, the game may start with a mythos card that doesn't open gates.

The game starts without a gate then. It is a standard news Mythos Card, which brings the "I. Act"-card from King In Yellow into play ...

A similar (but worse) condition can happen when you get a "no gates open but add 2 doom tokens to the track". This happened to me in an Ithaqua game - twice, leaving no gates, no monsters and 4 doom by end of turn 1

Also, I seem to recall "the Cultists" mentioning that the proto-FAQ specifies that the first Mythos must open a gate, you redraw all other Mythos. Tibs or Avi will be along eventually to clarify this (one way or the other).

It is not the first time I read about mentioning the (in)famous and secret proto-FAQ ... What is it? Or where is it? (You don't refer to the arkhamhorrorwiki.com, do you?)
Even the FAQs on the Innsmouth Horror rule-book only repeat the game-setup rule, in which you are bound to draw a Mythos card, handle it like any other Mythos-card during Phase V, and all this with the only exception that only rumors are redrawn, if one shows up during the game-setup. Or is the "rule" mentioned in the proto-FAQ "only" a house-rule?

Hi all. The proto-FAQ is still only in the hands of three of us, and so far getting a final copy ready is very slow-going.
Indeed, Dam is right: the first Mythos card of the game not only can't be a rumor, but it must open a gate. You re-draw if you get a Next Act card (which is nice, because now you know there are only five left in the deck).
Additionally, if Dagon is your herald, both mythos cards are "first" so they both have to be non-rumor gate-opening cards.
