House crest with three scorpions on the banner...what house is that?

It's a three-headed dragon. House Targaryen.
No, it's not Targ's banner. This is some minor house. We got a banner for our convention, and the crest on the banners of the riders on it are clearly three separate scorpions.

Oh and I bet the banner is a print from Martell's 6 cost 10 Str Army of Scorpions which I believe was House Qorgyle trait.
