Can you cast tactic when there are NO legal targets?

Hi all,

As the topic states i would like to know if it is legit to cast a tactic when there is no valid target?

As example can i play Flames of Tzeentch if there are no unit cards into play?

As sub question, does the tactic count as played when the target is removed before the stack has been resolved?

I ask this in regards to the the ability of the plague monk

Illegal Target
If a card effect specifies targets, it
checks whether the targets are legal
when it is played and again when it
resolves. A target can become illegal if
it is removed from play, if it is removed
from the zone specified in the ability,
or if any specific characteristics on the
card that were targeted have changed.
If all of the targets for a card effect
become illegal, then the card effect is
cancelled. If any of the targets are still
legal when the card effect resolves, then
the card effect will resolve normally,
only affecting the legal targets.
