Can a pilot outside the Galactica in a Viper be the target of being sent to the Brig? Like with a Quorum Card or the Admirals Quarters?

So, if my memory serves, the Admiral's Quarters can target any human player, but the You Are a Cylon effect can only target a human player on Galactica. I don't remember the exact wording of the quorum card.
