i was wondering how this work. So when a opponent draw a card jsut say off of gold tooth mine or what ever and you play this card does that mean everyone has to discard down to 4 cards in other word you just got Rule by Decree but everyone
hmm this would be kind of cool with dragon tail you frouce them to draw then discard there hand but you got to watch yours
