What happen with the President's cards if another player get that title,he will keep the cards or he should give those cards to the new President?

Ex president need to give the tittle card and the quaroun card also.

if i can remember right.

The rulebook, page 12, says:

The President starts the game with one Quorum Card in
his hand and can draw more using the President Title Card,
or “President’s Office” location. These cards provide special
actions that only the President can perform and provide him
a wide range of powerful abilities.
Whichever player has the President title has control over
this hand of Quorum Cards. These cards are kept secret, and
there is no limit to the number of cards that may be in the
President’s hand.

It is the use of the word "this" that says to me that there is only one hand of Quoram cards and that it is passed.

So if the office of President changes hands, the old President must give the new President all of his Quoram cards.

Yes. Note that this makes Laura Roslin an interesting choice. Even though she will always start with the President title, she can lose it later on. Her once a game ability, though, allows her to play a quorum card even if she's not president.
