another newbie question..

I draw an OW encounter and it says something like "Pass a -2 luck check, if you pass you get XX something."

Well, my luck is 2 with -2 that nets me 0 luck. I assumed I get an auto fail.

My question is; do I progress to the other part of the gate? or did this mean I have to stay where I am until I get a success of whatever they ask me to do?

In other words, do I need to succeed in that luck check to progress?

Nope. You get to move to the next OW location as you normally would. It's an encounter like the others.

I'm new too, but my understanding is that you would progress to the next half of the OW in your next movement phase regardless.

If I'm wrong on this, I'm sure someone with more experience can help!

No. You may still use clue-tokens to give you at least the chance of success. Pg 13, right column in the AH Core Rule Book explicitly mentions this in paragraph 3, right after the example. So generally there is no auto-fail as long as you are able to spend enough clue-tokens to avoid the seemingly inevitable ...
