Im a little confused about how you buy psychic disciplines(powers). In the Rank tables it costs 100xp but on the power itself it says something different i.e value 300. Which one do i use when i spend xp to get a new power?

Both.
The value in the rank tables is the upper limit for how many XP you can spend on a psychic technique with that advance - a 100xp psychic technique advance can be used to purchase any 100xp psychic techniques, while a 300xp psychic technique advance allows you to buy any technique worth no more than 300xp. The actual cost paid is the cost listed in the power's entry.
