Custom hero
This sort of thing generally gets posted in the hombrew subforum .
General consensus is that conquest should be based on a hero's defenses. You can use the hero's overall power level to justify rounding up or down in borderline cases, but you shouldn't use an arbitrarily high conquest value to justify giving a hero more offensive power (or vice versa). Heroes with 12 wounds and 1 armor are basically always worth 3 conquest; I wouldn't suggest any different here.
However, with completely-focused traits and skills and above-average stats, she should probably have a weak hero ability, and that's a pretty strong one. I'd suggest weakening her in some area.
