Whilst the fair has already begun and an answer may be obsolete: The game is on the boat and not at FFG's warehouses yet. As such, we won't be seeing it. The catalog here: www.internationalespieltage.de/NL2010_wxqklm.pdf also shows no Civilization (nor Mansions of Madness for that matter) from Heidelberger Spieleverlag which is FFG's German publisher.
The game IS sold at the Essen fairy for 55€. That's what I can confirm.

It was. :/ I found out it sold out on Friday. Still, at least I was able to playtest it. TOGETHER with Mansions of Madness, the alleged only full copy of the game in existance.
I was a lucky guy and got one. I recently wrote a short review on BoardGameGeek which will hopefully be online today. I will also upload a technology and wonder overview today evening (CET).
