Explosive Weapon vs. Hordes

I'm kinda confused on the text for Explosive Weapons vs. Hordes. It says that explosive weapons generate 1 additional hit (kinda like a power weapon). Does that mean per attack (i.e.single, burst, full auto) or per bullet hit (i.e. essentially giving bolters the storm ability against hordes)?

Now the confusion comes with the Unrelenting Devastation, which specifically mentions that you do additional 1 magnitude damage PER HIT, rather than just 1 ADDITIONAL HIT.

I find it hard to imagine that the number of explosive rounds that hit a horde don't matter in determining the additional damage. That is, whether 1 or 10 heavy bolter explosive shots hit, you only get 1 additional damage point? Unlikely.

Plus I'd probably house rule that explosive ammo and Unrelenting Devastation combined cause 3x damage, in analogy to Traits steps.

^That is the way N0-1_H3r3 described it in one of the other threads (HB+Unrelenting = 3 damage per hit).
