It says has "When a character has an ability greater than 200."

Does this include ability bonuses? Class bonuses? Innate bonuses? Elan bonuses? Equipment bonuses? Spells?

Or is it simply DP points?

Any bonus (except for situationnal bonuses, of course)

Is Elan "situational"?

Nope. When you have it, you have it.

Abilities, class, equipment (when you use it), innate, elan all count.

I think that item bonuses are rather situational.

But Base+Class+Special+Elan should count. If you recieve mastery through Elan, please keep in mind that you may loose mastery if your Elan drops.
