Situation:

I have 3 Naval Escorts, and only one Greyjoy Character. Can I kneel all three Naval Escorts to boost the character +3, or can I only kneel one Escort?

You can kneel each to boost the same. Each is a separate action.

Isn't it possible to choose the character 3 times, giving him a total of +9 STR?

I guess you can't because choosing 3 times the same character is the same as choosing only one character but this is just an interpretation I'm not 100% sure.

Right it would be 3 as there is 3 warships and X would equal 3 in this example.

I think if X= 3 and there is only one character on the table I can't play the ability because I cannot choose applicable targets (substep b) before initiating the action)).

But I just can't find in the rules why I could not choose 3 times the same characters as my 3 targets for this single effect.

The only example from the rules that looks like this situation is when you have to fullfill a military claim higher than 1 and you can't choose twice the same character to die. But this specifically applies to military claim, not to abilities targets.
