yet another stronghold question?

If you have a damaged stronghold, can you build a development on it? Cant find anything in the directions that say otherwise.

Sure, there's no rule against it. It may be unwise to do so, as a damaged stronghold is going to be harder to keep and hold, so you're more likely to lose the development, but there's nothing that says you can only build at full-strength strongholds.

There is a way to rebuild damaged strongholds to make them +5 again, right? I can't remember how it's done off the top of my head but I'm sure there's a way. I'm sure you could also do this to a damaged stronghold with a development on it, if for some reason you needed/wanted to build the development first.

Yes, you can - one of the actions you can do with the Fortify Order is to spend 1 ore to repair 1 damaged stronghold.
