Basically, is the stealth body glove equivalent to a chamelioline cloak for visual scanning plus effective against electronic measures, minus the stationary range adjustment (+20 to Conceal and -20 to detection are more or less equivalent)?

The short answer is no.
The stealth-modded armored bodyglove does nothing against basic visual awareness of an observer. Note, however, that there is a chameleoline modification which can be applied additionally. This is detailed in The Radical's Handbook on page 154. Conversely, there is also another armor modification which can be applied to provide a similar benefit as the stealthed armored bodyglove or the synskin bodysuit in the corebook, called Preysense Mask.
As to the +20 to Conceal, with chameleoline you still have to put forth some effort to avoid being observed directly; where as the -20 to Detection applies against sensory devices. So, if someone is looking at you in those "all concealing shadows" then you would get +20 to your opposed roll to avoid being spotted. If his buddy is using an auspex to scan the area, then his Tech-Use check is made at -20 to detect you. There in lies the difference.
