It would be, but Psyniscience is a Perception-based skill, so Unnatural Willpower has no effect on Psyniscience Tests in that regard. Essentially, Unnatural Willpower has an influence on Opposed Willpower Tests, Willpower-based Skill Tests, and Focus Power Tests, granting a distinct benefit in each case. A character with Unnatural Willpower and Unnatural Perception would gain two of the Unnatural Characteristic benefits when making a Psyniscience Test which was also a Focus Power test (the former gets the 1-step-easier benefit from Unnatural Perception, the latter gets the bonus Psy Rating from Unnatural Willpower).

Actually, most of the powers in Rogue Trader scale based on Psy Rating as well - which I feel is a far better way to do things - so it's only really Dark Heresy that still scales off of Willpower Bonus for most things (which causes scaling problems when you get to Ascension-level psykers).
