If I have 2 Banna of da Red Sunz in play and my opponent gets 7 resources at the beginning of his turn, does the effect stack or do I only assign 1 resource as damage?

I believe they stack. The trigger condition for each card will be met as the opponent collects his resources. Then each effect will resolve, leaving him with only 5 resources (and you with 2 damage to assign).
