Question about monster surge.

I am not sure how you the monsters are placed on the gates.

This is the way I have been playing it until now: Determine the number of monsters that will be drawn from the cup. If they are more that what the monster limit can hold choose the gates that they will be placed on (taking into account the primary gate rule). Draw all the monsters at once. Choose which of them will be placed on the gates and put the rest on the Outskirts.

But after reading some faqs on other questions it came to me that I may be playing the monster surge wrong and I wanted a clarification on it. This is what I think may be the correct way: Determine the number of monsters. Choose gate, draw a monster, place it on the gate, continue this proccess until the limit is reached (taking into account the primaty gate rule). Draw the rest of the monsters and put the at the Outskirts.

So which one is the correct way of doing it? Or they are both wrong and the correct way is something I haven't though of?

The second one appears correct.

Yep. you have to decide where to place them before drawing.

yea, otherwise you'd place the easiest monsters on gates closest to investigators and harder ones far away, etc...

Yep, the second method is the one next to the rules.

1. You have the monster surge and count the monsters to be drawn from the cup based on the number of the characters or the gates, whichever is higher.

2. All the players or, if there is no agreement possible, the first player decides where the monsters are placed (the rule-book phrases this rule in combination with the monster limit; but I think there is nothing wrong with applying this rule to the basic monster surge without hitting the monster limit as well, as the game is all about cooperation).

3. Then the monster are drawn one after another and placed on the gates based on the decision with maybe a few monsters being dropped into the outskirts due to the monster limit.
