Refresh phase and exhausted questions

Hi,

a few newbie questions:

1During refresh phase is it compulsory to ready all characters that you have and restore an insane one if avaiable ?

2 Can an exhausted character still use his action (ie can crazed arsonist's action [drive C. A. insane to destroy a support card ] be activated while he is exhausted ) ?

Yes to the first. Note that there are no "may" conditions in these, so you have no choices. The rules tell us:

First, the active player (the player whose turn it is) chooses and restores one of his insane characters (if any) by flipping it faceup and exhausting it (or leave it exhausted if it is exhausted already). A restored character is no longer considered insane, but remains exhausted until that player’s next turn.

Then the active player readies all of his exhausted cards in play (except the one just restored) and refreshes his drained domains by removing any tokens on them.
An exhausted character still has a text box, and can do any actions that can be done. If it is necessary to exhaust the character to perform the action, well then that can't be done because the character can't be exhausted (because it is not ready).

I was dreading that answer on crazed arsonist. So the end result is that he can destoy a support card every turn unless stopped.

I really like this game but honestly, the way things are going here, this game is gonna get quite unplayable very soon. Cards like Infernal obsession and necronomicon cannot coexist in the same game.

With all respect to designers and developers, the Hastur and Agency faction are extremely overpowered compared to all the others. And the game is down to who removes characters and supports faster and quicker then the others. I was hoping for al larger strategical breath than mere destruction. I understand that it's very easy to design a card for Agency faction and it is quite difficult to design effective alternative ways of winning the game using Miskatonic or Yog.

I hope that future Asylum Packs will bring balance to all this. But right now it comes very difficult to think of an altermative to Hastur/agency decks knowing that from turn 2 every support I play can be immediately destroyed
