ACTION: The next 2 damage dealt to one target unit are redirected to another target unit.

Can I play this in the action window after combat damage has been assigned? I know for indirect damage there is no window between assign and apply so I would have to play this "in response" to, say, Flames of Tzeenth. I'm curious if I can wait to see which of my units is being assigned damage in combat and THEN play this. What does "dealt" mean in game mechanic terms?

Yes. There's an action window between damage assignment and damage dealing in combat so it's possible to.

And dealt = assigned and applied.

That's what I mean to ask, dealt=assigned + applied, but can I break those phases apart with an action such as BoV or do I have to play BoV before damage is assigned?

e.g. I have a 2 HP unit and a 4 HP unit. My opponent is going to do 2 points of combat damage. He assignes 2 damage to my 2 HP unit. Then I play BoV in the action window and move it to my 4 hp unit before the apply damage step. Since BoV says " The next 2 damage dealt " in its wording, can my opponent say I already missed the opportunity since the damage has already been "partially dealt" (the assign part of it)?

You can do what you said exactly the way you said it in your example. There is a window between assign and apply in combat which would save the unit.

As for your opponent's arguement that you missed the opportunity...you didn't. Since dealt is the sum of both assign and apply, the damage is not fully dealt at the action phase between assign and apply. In my mind this card was made to use during this action window but if you really needed to save your capital I guess you could use it before hand (since your opponent would need to assign 2 extra damage to this unit before assigning damage to your capital.

The action says "target unit", so one of your units has to be targeted by your opponent and then you know which one is being assigned damage and you can play the card "in response" - IMO.

This card does not help you save your capital. It is a redirection effect, not a cancellation effect, so the opponent does not have to consider it when assigning "fatal" damage to your units.

To my understanding, the rest of the explanations seem right, I just wanted to point out this minor clarification.
