then we tried Baratheon - Targaryen...

... oh dear.

Few (hopefully) very obvious questions:

Can you play attachments on others' characters?
Can you discard attachments played by others onto your characters using the Mad King's Legacy plot card?

You can play attachments on whatever you like as long as you meet the requirements. For example Stinking Drunk has no requirement, so you can play it on any character. (Remember that unless specified on card, attachments can be attached only to characters).
