I hope someone can answer this question, i wanted to build a new deck with the new neutral faction card,

but i am not sure about the text who says that it reduces out of house cards by 1.

So my question is: Does the cost reducing apply also too neutral characters or only too characters who already have an house affiliation.

Neutral characters do not have a House affiliation. When you play them, they are not considered to be out of House. The cost reducing will only apply to character with a House affiliation.

What the Neutral Faction does is help ease the out of House gold penalty whenever you play a card with a House affiliation that does not bear the same Shield as your House card. For Example, Castellan of the Rock costs 3 gold to play in House Lannister. Out of House Lannister he costs 5 gold (3 +2 for out of House gold penalty). Out of the Neutral Faction he costs 4 gold (3 + 2 - 1).
