Please clarify: pg 26....In "Introducing a reinforcement character" the method of reinforcement ("before activating any characters") contradicts the text explaining how to introduce reinforcements in a 2 command points game on the same page. Please explain exactly when a troop can be sent in as a reinforcement and the consequence in a 2 cp game. I need clarification please.

Only games where you start with 3 CPs can bring in re-enforcements.

If you are playing just a regular game, just start games with 3 CP.
