Can players/monsters stop on staircases?

Just a quick question and I hope someone'll hit me up with an answer real fast. The question is in the topic: can players/monsters end their turn and/or stop on a staircase to make an attack??? We're currently playing right now and I can't seem to find the answer even though I believe they can.

You can end your turn on a staircase, its a space similar to an glyph. Imagine a hero standing on an activated glyph, where another hero still may use that glyph to go to town.

JITD Rulebook, p.9 Section: Movement:
• Figures may pass through spaces occupied by friendly
figures during movement, but they cannot attack while
in the same space as another figure and they must end
their movement in an empty space
. A hero treats all
other heroes as friendly figures, while a monster treats
all other monsters as friendly figures.

If you end your turn on a staircase, you can't attack anymore, because obviously your turn is over. But if you for example choose the "Advance"-action you may attack once while moving, -> move to staircase, make an attack, move away or stay on the staircase with you leftover movementpoints.

Reagrding LOS this might be useful:

JITD Rulebook, p.17 Section: Other Props - Staircases

Attacks may be made through a staircase just as if the
two staircase spaces were adjacent. A figure standing on
one end of a staircase has line of sight to the other end
of the staircase and its adjacent spaces, while a figure
standing adjacent to one end of a staircase has line of
sight to the other end of the staircase.:

Yet a monster is not required to move off a staircase space after attacking.

"Empty space" in the quoted rules section means basically "no other figure in it", not "completely empty, no token in it".

I think only small monsters can end their movement/pass/attack through staircases.

I am not aware of such a distinction.

Small monsters are the only ones that can travel between staircases, though.

Attacking through and standing on staircases is available to all monsters (and heros).
