Will i have to buy the petty magic action cards that Apprentice would get for free at creation?

Yes and no. A PC that doesn't start as an Apprentice does not get any of the basic magic action cards for free. Any that they want will need to be purchased. This includes Channel Power, for example. However, nothing requires a PC to buy any Petty or basic magic cards.
