I've had Arkham Horror for a long time, but have no idea if I've been playing these cards correctly. I've treated monster headlines the same as monsters in encounters: i.e., that thay don't count against the limit, don't move like regular monsters do, return to the cup on a successful evade check, etc. Is that correct? I just put these monsters in the designated street area with their combat side up to diffefrentiate them from the regular ones. I don't think I've read the official ruling on this, however.

Unfortunately, the only monsters returned to the cup are the ones appearing through encounters (Arkham or OW, it doesn't matter). If some monsters appear as a result of a Mythos card, they do count against the limit, remain on the board, move like regular monsters, and so on.
The key point is this sentence from the FAQ (emphasys mine):
"When a monster but not a gate appears in an encounter, the monster does not stay on the board"
so, in all other cases monsters remain for you to harvest them (or viceversa)
Also, these monsters will ordinarily not move the turn they come out, because the Monster Movement step occurs before the Mythos Text step.
