Could anybody help me with understanding how the Death's Messenger action card works? I'm confused by "you can cause Fear 1 against enemies as a manoeuvre" part. Does it mean that the Wizzard is able to affect one target multiple times, for example?

As a maneuver you can cause fear in an engaged opponent. Once you cause fear in that opponent (regardless if they pass or fail the test) you can't cause fear in them again as they are (or aren't) going to be afraid of you again.
