does the sorcerer king receive his 10 Threat tokens just once per 3 levels dungeon or just at the start of every dungeon level(like 10 Threat at 1st level, 10 at 2nd and 10 at third)?

Not every dungeon level , every dungeon. So no, just once per level, not again at the start of the second or third (or fourth) level.
