Things in the Ground and Forgotten Shoggoth

If I have a Forgotten Shoggoth in play and I use Things in the Ground, are my characters put into play insane or are they put on the bottom of my deck?

Forgotten Shoggoth:

...Any time a card would go to your discard pile, put that card on the bottom of your deck.

Things in the Ground:

Exhaust Things in the Ground to discard the top 2 cards of each player's deck. Any characters that would be discarded by this effect are instead put into play insane.

I think that the active player chooses the order in which things are resolved. So if you are the active player and trigger Things in the Ground you could choose TitG to go first, and characters would go into play insane, but non-characters would go to the bottom of your deck, if you'd like.

I believe the "instead" word of the Things in the Ground is the important aspect. It is a complete replacement effect on what happens during discard, so in fact, the cards never reach the discard pile. They just go into play insane. Now, the cards that aren't characters would in fact be bound by the Shoggoth's text.

My guess was that characters would be put into play insane before they could be redirected to the bottom of the deck, but wasn't sure.

And, of course, there is the other caveat that if one of those cards cannot legally enter play (i.e. you already have a unique in play and one of the cards that is supposed to be instead put into play insane is drawn), then that card would also go into the discard, and then the shoggoth effect would trigger for that card
