lost cities in rtl

I am just wondering how many cities it is normal to lose due to raze in rtl?
In our campaign we are at silver(gameweek 17 starting at a total of 274 CT), and have lost one city. OL did try a Tamalir raze, and lost 2 ltnts in the attempt, making it somewhat harder to besiege/raze cities. Thinking we are halfway, we should probably lose one more city(yet I believe it will be 2 more since it gets harder to kill/chase off ltnts with treachery and upgraded monsters). Our OL feels he should have razed another city, but as said he spent some time attempting an early Tamalirraze. What is normal for other groups/campaigns?

Just remembered another question we got some time ago, and I didnt have time to check this up. The reward in silver legendary area, are the heroes requiered to have experience point available for that, or are the upgrades considered "free of all cost"(including money, xp and training time)?

There is no 'normal' really, because it varies heavily depending on which Avatar, which plot, what choices the OL makes and how good is his dice rolling.
Just as an example, spread over two campaigns, my opponent has successfully razed 4 cities in a row on the first roll. Consequently he generally has more cities razed than me at similar times in our campaigns.

The silver legendary campaign reward is free of all cost. You receive it there and then, immediately, in full, without having to pay cash, XP or spend time to train.
