If an astropath were to get a set of Cybernetic eyes would he loose his ability to "See with out eyes"? or can he switch back and forth as need be?

AFAIK Astropaths can't see normally even with cybernetic eyes. It is not only their natural eyes which are destroyed during the soul binding, but the corresponding nerves as well, leaving the cybernetics with nothing that could ever receive the signals they send.
Aye, the optical nerves are all destroyed in the process too, meaning you can't have cybernetic eyes because there is nothing to connect them to.

Yup.
However, refer to the trait on page 367 of Rogue Trader . Physical blindness doe not always occur. You may even find a GM which allows for one of the other penalties for an Astropath. However, it would be an extremely rare exception; maybe less then 1 in 100,000 astropaths (likely even less), and I would personally say they lose the whole psychic sight thing they would normally get to compensate.
