Storyline League Rules - they're somewhat vague

I've recenlty started playing casual games with some friends with the Core Set. I thought it might be an idea to run a non-sanctioned Storyline League amongst ourselves as a way of introducing more cards into the mix. I downloaded the rules and they are incredibly unclear.

What is the deckbuilding process? Players must commit to a house card - does that mean a player then gets all the cards of that house? Or so you draw cards one at a time then pass on the chapter pack. Also does the process work for Joust and Melee?

Finally are there recognised Martell and Greyjoy Starter Decks? I appreciate you get loads of the Martell cards in Princes of the Sun but there is no way of bringing any of the Martell or Greyjoy cards into the mix other than by using the gold penalty rule. I think this is a tad crap.

If there is no official position I'd appreciate some homebrewing tips.

This is more or less the way I got a couple of my friends started. I started with just a core set and 3 other people I could sit down to play with. First couple games we played with the pre-built core set decks. Afterwards, I integrated some of the raven CPs, using a draft system between each of us for any neutral/multi-house cards/plots. Since one of the players has lost interest, there are now only 3 of us and the 6 houses to play with. Each of us has claimed 2 of the house cards, and with the release of each CP, we draft and build from there.

This is definately not going to provide tournament competetive decks, but when working on a limited budget... it gives each of us a good pool of cards.

I'll be giving that a try in the next week or two. We're still at the stage of seeing how the mechanisms work - in some ways it's a bit like Tribal in MtG. We're all disillusioned Magic players by the way.
