I know this is quite possibly the most basic of questions but it's been bugging me for a few days so wanted to get it clarified. Basically, a large number of the cards mention "target" within their text (e.g. "One target unit gains xxx and another target unit loses XXX" or "Turn one target development faceup.", etc.)

What I'd love to know is, does "target" refer to only the opposing player's cards, or to any card; both yours and theirs? I've been playing as though it's both but would love this confirmed. Thanks in advance.

Any card. For example, We Need Your Blood requires 2 targets, one for -1 hp and one for +1 hp. You usually pick your unit for the +1 hp bit if you can.
