When I am on a town space I can do my market action.I draw a card from the item and ally pack and add it to the for sale card that was already present.Then I can buy cards which are on the town I am on.If I buy both cards the town remains empty.How can it be refilled?I am a bit confused!Can you please explain the market phase?Thanks!

The market refills when the next person enters the town and performs a market step. Chances are that what you wanted to buy will not be available or, too expensive to buy. This item then stays there until someone decides to buy it. On subsequent market steps, draw a new item to add to the market stack of the town.
