If you have Church of Sigmar in play and your opponent plays Flames of The Phoenix do they have to pay an additional resource to put cards back into your hand?

Flames has no word "target" in the text, so no cost needed for Church.

If you were playing an Empire deck designed to bounce itself, then you'd be fine
