Overlord dodge / fear / adding dice question

if the overlord plays dodge to effect all attack die thrown and the rerolled die result leaves the attacking hero with no surges (and the monster he was targeting has fear), can the hero then add any remaining black die to the roll to attempt to make a surge roll to conter-act the monsters fear ability as long as he had black die remaining & fatigue to spend?

the original roll was made with 3 black die in the initial attack roll.

No, as per the current FAQ after a Dodge no further power dice can be added to the attack.

As far as I remember, if your initial attack roll against a monster with Fear doesn't yield any surges, it automatically misses; it's equivalent to rolling an X on one of the dice, so additional power dice won't help you. That's how I play it, anyway.

Why would a miss result due to fear be treated differently than a miss result due to insufficient range? I don't know why you wouldn't be able to add power dice to try to get surges for fear.

As Parathion said, though, you cannot add dice after the dodge card is played. (But the OL must wait until the hero is done adding dice before playing his dodge card.)

FAQ:
The “Dodge” card allows the overlord to force re-rolls. It does not allow more dice to be added after the re-roll. Once the dice are rolled, any fatigue may be spent to add power dice. Once all dice are done being rolled, the Overlord may play the dodge card. Once the card is played, no more dice may be added.

For the OL, it is also an art to ask whether a hero is done with his attack without giving away that he wants to play a Dodge card... especially in cases where the first attack only just hits or just makes a Blast possible, it would be a good idea for the hero to add 1-2 black dice if he knows a Dodge is coming.
